Poor Households Hopelessly Cigarettes - Research has shown that many of the poorest households or low income are trapped cigarette consumption. Institute of Demographic studies of the Faculty of Economics, University of Indonesia (UI) mentions, as many as 7 out of 10 households in Indonesia (nearly 70 per cent) had expenditure to buy cigarettes. While 6 of the 10 poorest households (57 percent) had expenditures to buy cigarettes.

This was expressed Abdillah Ahsan, Research Institute for Demographic Faculty of Economics, University of Indonesia, as a media gathering at the House of the Ministry of Health, Friday (05/25/2012).

"If there is no consumption of tobacco control efforts, we fear'll be 70-80 percent of poor households to buy cigarettes," he explained.

Abdillah said, spending on cigarettes ranks second only to the staple food in the poorest households. Spending on cigarettes only smaller than grains (staple food). Even spending on cigarettes to beat 23 other types of spending.

Many opportunities are lost due to the poorest households caught smoking habits. For example, the word Abdillah, expenditures for cigarette smokers in the poorest households 11 times greater than expenditures for meat, 7 times greater than spending the fruit, 6 times greater for education and 5 times greater spending on health and milk and eggs .

"How many of the poorest households to say difficult to pay school every day while he was still smoking," he said.

In the count-count, Abdillah outlines, how many opportunities are lost after a person smokes for 10 years. He describes, if likened to the consumption of cigarettes per day (one pack) 10 thousand and 30 packs per month, then the consumption of cigarettes per 10 years to reach 3650 package (valued at USD 36.5 million).

"This exceeds the cost of the Hajj, the school in S1 UI, could make DP a house, buy a motor, a small venture capital, and snack food franchise," he said.

"So this is not an investment. This may be an investment that we spend now, but we enjoy the damage in the future," he said.

Abdillah said cigarette consumption can also lead to addiction. The proof is in the 1998 economic crisis in which economic growth is negative (meaning less revenue), but consumption is still increasing. In fact, when revenues dropped and prices increased cigarette consumption is still increasing.

Other things, such as still affordable price of cigarettes is also the reason why there are still many people who smoke. In his presentation, Abdillah compare between cigarette prices and income per capita. If the price of cigarettes in 2001 compared to income per capita of about 6 percent, then in 2010 dropped to 3 percent. That is, from 2001 to 2010 the price of cigarettes more affordable.

"It's the price of cigarettes rises, but GDP per capita (income communities) rise faster than prices, so that cigarettes are more affordable," he said.

To reduce the number of smokers, Abdillah recommends that immediately made the ban advertising, sponsorship, promotions and CSR cigarettes. In addition to the pictorial health warnings on cigarette packs, which enforce the strict no smoking, and raise the cigarette excise tax and VAT.

"The main recommendations are set RPP PP tobacco be promptly and ratify the Frame Work Convention on Tobacco Control (FCTC) to demonstrate the government's commitment to the protection of public health," he concluded.
